Khangela: isiXhosa for "look"
Helping government see what is happening on the ground.
We build performance management, data management, stakeholder management and service delivery management solutions for South African government, so that the people accountable for results have current, reliable information to act on.
One line of sight, from the household where services are needed to the provincial office accountable for delivering them.
The gap is not effort. It is information.
Information arrives late
When data moves from the field to district and province through manual processes, decision-makers often see the picture weeks after the moment to act has passed.
Referrals are hard to follow through
A household's needs are identified, but confirming whether the right service provider acted on them is difficult once the referral leaves the department.
Reporting takes more time than it should
Quarterly and annual performance reporting relies on consolidating information by hand, which costs time and weakens confidence in the numbers.
National systems have laid important groundwork. Our work focuses on the part closest to delivery: the provincial and district layer where plans become services.
What we do
Four areas of government work, delivered through systems designed for the way departments actually plan, deliver and report.
Performance management
Indicators linked to planning documents, tracked continuously, so progress against targets is visible before the reporting deadline rather than after it.
Data management
Information captured once, at the source, and kept consistent, secure and owned by the department from the field to the provincial office.
Stakeholder management
A clear record of which partners, departments and service providers were engaged, what was asked of them, and the outcome recorded against it.
Service delivery management
Every identified need followed from first contact to outcome, with accountability at each level of the department.
Khangela Social Services™
A web and mobile platform built for provincial social development, using the department's own profiling questionnaire.
Households are profiled in the field, the needs identified are followed through to an outcome, and the department sees current information at every level it is accountable for — from ward to province.
Everyone from a field worker to a provincial administrator works in the same system, at the level of access their role allows. The performance information that comes out of it is aligned to the department's planning indicators and ready for reporting, rather than assembled by hand once the quarter has closed.
Privacy and access control were designed in from the start, around the department's obligations under POPIA.
Khangela Social Services is demonstrated live to departments on request, in person or on a call.
How it works in practice
Three parts, one chain of custody. What a field worker records at a household's door becomes what a provincial manager reports on, without anyone retyping it along the way.
01In the field
The profiling app
- A field worker opens the households assigned to their ward on a phone or tablet.
- The department's own profiling questionnaire, on screen, in the order the interview is actually conducted.
- Works where there is no signal: the visit is captured on the device and syncs once it is back in coverage.
- Who conducted the visit, and when, travels with the profile.
02Once, centrally
One secure record
- Every visit lands in a single secure database held for the department — not a spreadsheet per office.
- It arrives already placed in the right ward, service office and district.
- A supervisor confirms the work before it counts towards reporting.
- Nothing is quietly overwritten. The history of a record is kept.
03In the office
The web platform
- Managers work in a web browser. Nothing to install, nothing to consolidate by hand.
- The same information, read at the level each official is accountable for — from ward to province.
- Referrals, coverage and performance move as field work arrives, not at quarter end.
- Reporting packs exported when they are needed.
Captured once, read everywhereA household is profiled once, and every level of the department reads the same record — so a figure in a quarterly report can be traced back to the visits behind it.
The department's information, throughoutThe record belongs to the department at all times and can be exported in full whenever it is needed.
Both the management platform and field capture on mobile are demonstrated live, end to end. Field capture is set up against the department's own questionnaire during configuration.
What the department sees
The views district coordinators and provincial administrators work from every week. The platform is configured for the full Eastern Cape municipal hierarchy.
Every figure below is illustrative. The charts are here to show the shape of the view, not to report on any real district, office or organisation. Names and numbers are made up for that purpose.
Service delivery: Referral completion by district
Share of service delivery referrals closed with a confirmed outcome
Stakeholder load
Open referrals per service provider, against agreed capacity
Household profiling in the field
Field workers profile households on a mobile device, offline where there is no signal. Each profile covers the household's circumstances and the needs identified during the visit, captured against the department's own questionnaire.
Data management: Households profiled per week
Field throughput as teams come on stream across a district
Start delivering within your current planning cycle
A platform that already exists can be configured, piloted and reporting inside a single financial year — so the commitments made in the Strategic Plan and Annual Performance Plan are supported by evidence in the same cycle they were made.
Aligned to how departments plan
Indicators follow the Strategic Plan and Annual Performance Plan, so quarterly reporting draws on information that is already current rather than consolidated after the quarter closes.
Start small, expand on results
Licensing is structured district by district, so a department can begin with a few districts and grow as results are demonstrated.
The department owns its data
All information captured belongs to the department at all times, and can be exported whenever it is needed.
A local team
Based in the Eastern Cape, close to the districts and communities the platform serves, and available for training and support.
How we work with a department
Briefing
A short session to understand the department's priorities and demonstrate the platform live.
Configuration
The platform is set up around the department's questionnaire, structure and reporting indicators.
Pilot
A defined rollout across a minimum of three districts, with their local municipalities and wards, over a fixed period and against success measures agreed before it starts.
Rollout and support
Expansion to further districts, with ongoing training and support so officials operate the system confidently.
The pilot is the first step we recommend, and the smallest one worth taking: a minimum of three districts with their local municipalities and wards, run over a fixed period, measured against what the department itself sets as success. Small enough to approve, large enough to prove.
About Khangela
We are an Eastern Cape company that believes better public services start with better information.
Our team combines software engineering with experience in data, analytics and stakeholder engagement. We build for the realities of provincial government: formal planning cycles, district and local office structures, and the need for every figure in a report to stand up to scrutiny.
We work closely with the officials who use our systems, and we stay involved after go-live with the training and support that lets them operate the platform confidently.
